If you have a U.S. tax identifier, you can open an account at any U.S. bank that has a registered I.D. for 1099's with the U.S. IRS. Many of the large U.S. banks have overseas branches; others have transfer agents (Foreign fiduciaries that can handle letters of credit and inernational currency transactions.) There are a lot of U.S. taxpayers that have foreign domiciles (and U.S. banks): Retirees, Service personnel and employees assigned to work overseas from their "normal" U.S. domicile.
Be sure to keep a copy of all papers and agreements ... be aware of charges for wire transfers, EFT's and credit card payments, and differing clearance times for drafts and 'cheques'.

Yes. I would suggest that you bank with a bank that will allow you to do all your banking online. Using an online system using e-statements will make it easier for you come tax time.

You can use your local credit union or any bank you desire. The major problem will be withdrawing funds and in most cases the ATM or Check Debit Card will be your main sources. You can use ATM anywhere and in any country that accepts which ever system your bank or credit union uses, i.e. Plus system or etc. You might want to confirm your bank choice process for wiring funds to or from the account you should be able to fax a form to initiate a wire from your bank as an example.
