Low-cost index tracking funds

What are the lowest cost index tracking funds available? I have found some by Legal&General and also Fidelity; they charge around 0.5% to 1.0%.

Dunno about that: Vanguard is a pretty good index funds; watch out for the 'hiddens' on ETF's:

Well, I wouldn't use Index funds -- you can buy an ETF that tracks an index and pay NONE of the management fees.

Go to SeekingAlpha.com, section on ETF's is enormous, including in depth reviews and analysis of similar sounding ones and their fees. In addition, check out Vanguard's Vipers, which are low fee sector funds.
