What does it mean when someone says they are taking either a bullish or bearish position and how does it work?

A bullish position means that they believe the security/market will rise in price/value. Taking bullish position usually means they are buying. A bearish position is just the opposite, implying they expect a decrease in price. Usually a bearish position implies that they are selling or would sell the security or market outright.

I think Dragonsbane has answered very well. I like to add some more.
This a very important question. Before investing in any market we must have a thorough knowledge about bear market and bull market. Some investors make profits in both types of market by trading sophisticated instruments such as futures and options. Some can make profit only in bull market and they cannot make profit in bear market. In addition some people even they can not make profit in bull markets. Because they buy stocks or commodities at the end of the bull market. Finally they sell at a loss.
Therefore if you buy stock or commodity you must make sure that you are not over paying. So you must learn value investing.
