If Microsoft can't get Yahoo! then what's next for the company?

Will they acquire another major portal? If so, who else is out there?

Do they have enough going on internally to "go it alone"?

From personal experience as an employee in their internet division they do not have enough going on internally to go it alone. They are not creating a solid experience for the customer and have too many entangling relationships and ideologies to go to the next level without outside input.
The other problem for Microsoft is that there are no other portals worth buying. The top 3 are Google, Microsoft and Yahoo!. The rest of the portals (AOL, Ask.com etc.) are not large enough to provide the boost that Microsoft is looking for. Also Microsoft would have significant problems digesting any acquisition due to internal politics.
So I believe that after a lot more grandstanding and posturing Microsoft will be forced to raise their offer and hope that in the time it takes to go through their "process" that Google doesn't create a partnership keeping Yahoo! stable and in a position to move forward.
