It's not a HUGE deal or anything - it just makes treasuries more affordable to regular investors. Imagine only being able to buy stocks for over $1000 per share? Not a lot of folks could afford to own a single share -- well up until this point, people could only buy treasuries in $1,000 increments...this is a good step for the smaller retailer investors.
