If you know of specific instances of short sales of stock where the seller did not borrow the stock through his broker, this is illegal for both the seller and the broker. Inform the SEC.

To reduce the more legitimate short selling of borrowed stock and you own some that you would like to reduce short selling on, put a good til canceled sell order on your shares at a price that you don't expect the stock to get to. Adjust the sell price if the stock does rise. Putting your shares up for sale stops your broker from borrowing your shares to loan to a short seller. If enough people do this the stock becomes very hard to borrow and you might trigger a buying run by the short sellers.
