By Purchasing their ADR's/Stocks on the US exchanges. Most of the big China energy companies are publicly traded here in the US. Check out CNOOC (NYSE: CEO). That's a good place to start.

I would agree to Dave also , CEO is the best place park your money if you are interested in Chinese Oil Company.
CEO engages in the exploration, development, production, and sale of crude oil, natural gas, and other petroleum products in offshore China
Petro China (PTR) , and China Petro and Chemical (SNP) may not be as good as the CEO, their revenue is greatly affect by the controlled oil price in China. Even though recent increase in the China oil price by 18%, but PTR and SNP are still in loss making position. Thus comparing these 3 companies, I would highly recommend you to invest in CEO.
The recent pull back created a great investing opportunities here, as the stock hitted its 200 days MA around $160, and now reverse higher. Watch it
