Are there tell tale signs if a stock is being manipulated or not?

When dealing with small caps, are there ways to tell if stocks are being outright manipulated? Are there "red flags" we should watch out for?

I don't know what the tell tale signs are.

I've noticed abnormally high volume 15 minutes before the close, only to read an unplanned announcement after the close. That smells fishy to me.
