Corporate America has had a nasty habit of rewarding executives even when they don't perform for the shareholders. The Board of Directors, usually screened by the CEO/Chairman, typically follow what their benefactor proposes for compensation.
Never mind about paying bonuses to Freddie/Fannie executives. Where are the criminal charges against the Board of Directors AND executives of these enterprises for their "asleep at the switch" governance of these organizations? Allowing them to deteriorate to the extent we already know about is a complete abdication of their duties and should not be covered by Directors/Officers liability insurance since it breaches their fiduciary responsibilities.

$10.6 Million is a drop in the bucket to the troubles they have over there.
