What is considered "inside information"?
Like if I overhear 2 guys at a bar talking about their hedge fund buying a large block of stock in a company...could I go out and buy the stock the next day or would that be considered inside info?

Ye s...it would be considered illegal because it's information an employee had which isn't known to company outsiders.
