http://www.thinkorswim.com has a really good paper trading system.

http://www.investopedia.com also has a pretty good stock simulator.

http://www.marketwatch.com used to have a good daily stock picking game (you'd bet if a stock was going to go up or down the next day and they'd award you points if you were right)

as for learning, i'd say investopedia has the most information, although its written in a highly technical way.
stockcharts has good explanations of just about everything thats related to technical analysis.
This site right here can help you clear up anything that doesn't quite make sense.
As for the simulator/stock market game, i'd say thinkorswim is the best one, although investopedia isn't bad if you aren't trading options. If your trading options tho, thinkorswim is a must for simulating.
