How can our government prevent another housing/credit crisis?

They can't. It's been repeated throughout history dozens of times (human nature doesn't change). All they can do is try to slow it down on the way up (during the unsustainable frenzy or mania phase) and clean up the mess on the way down. A good book to read on this topic if you have interest is: "Manias, Panics and Crashes: a History of Financial Crises". I think it will explain pretty clearly what is going on right now and what's next.
