By historical standards, a 5.7% unemployment rate is actually rather low. But the way unemployment is defined has actually changed in recent years. The actual unemployment rate counting people who want a full time job but are working part-time and people who want a full-time job, but aren't looking because they don't think they can find one is closer to 10%.
