If I owe the IRS money is there a way to work out a payment plan with them?

Yeah of course, they have a pretty easy monthly payment plan app to fill out. I think it's called an Installment Agreement Form (Form 9465). Google it or search directly on the IRS site. Shouldn't have a problem finding it.
