Is there a fund or ETF (or sort of) which tracks the USD/EURO exchange rate?

The FXE is the answer. There are also others such as FXA for the Australian Dollar, FXC for the Canadian Dollar, FXB for the British Pound, and FXY for the Janpanese Yen.
