i have read in the past that many sports figures that are fined for some infraction don't pay the fine.
how about corporations that are fined by some government regulatory body? do they actually pay their fines? how do we find out?

Yes they do. You can look for the info on their income statement. They usually give the details of the settlement and subsequent cash outlay in their annual reports. You can either get those from the company's web site or through the SEC's EDGAR search system.
