You can't, as long as the pay is in their contract when they where hired. Which should have been reported to the stock holders at the time of hiring or approval for hiring. If it wasn't there might be a case. The CEO probably had stock holder approval. If you where unhappy with the deal and the CEO was still hired you could have sold your stock and bought somewhere else. But where are you going to go. All of the big companies such as the ones you mentioned pay huge hiring packages. And it is usually completely legal. These are private companies. The government does not regulate how much you can pay someone, as long as it is at or above the minimum wage. If they did, what we would have would be more of a socialized or communist government.

Now if they did something illegal such as reporting to the stock holders that they did not have any liquidity problems when they knew they did, which WaMu may have done just 8 days before they fell. This they can be arrested for but not for pay packages.
