This seems like outright panic - is now a good time to buy? (panics don't last forever)

Yes during panic period, some intelligent investors are accumulating more and more quality stocks to their portfolios now.

I think if we invest in the correct company, correct sectors and correct countries, we will end up with some times more than 100% return during next 12 months

I would wait until the markets calm down a bit. During times of panic the market can make big price swings in one direction and the next day can make as large or larger swing in the other direction. You can make a lot if you pick the right direction or lose a lot if you're wrong. It can also be difficult to predict the direction during times of panic. However, if you are a long term investor it shouldn't make that much difference, seeing that the major indexes have already lost over 20% of their value. This would be a good time to buy panic or not.

Yes if you do all the homework and assure yourself through fundamental, and sector analysis as well as the upcoming opportunities in the market by examining the needs of the planet and the consumer.

Don't count on this being the bottom however. You won't know that until after it happens. The upside potential however is only limited to the needs and enthusiasms of the public and its consumption.

We believe that the No. 1 rule for traders is buy low, sell high, and this is an excellent time to buy low. However, it all depends on your time-frame.

This is an unusual time. Our broader market option signals are bearish, as is the upward trend line of the CBOE Volatility Index (VIX). All of our signals are at very elevated levels, meaning volatility will remain high and the risk of strong market bounces is almost as great as strong market declines.

If you can be very nimble and capture short-term trading opportunities, there's a lot of money to be made. In the longer term, our signals are telling us that right now, there's also a lot of money to be lost.

I like to add some more.

I think global investors who have good knowledge, trend, will use this period as a great opportunity. They are continuously investing in some markets which had bear markets for the last 2 years.

They know all types of markets: such as frontier, emerging and developed markets etc. Therefore, they know when to sell, when to buy and when to change markets to better one etc. For example some investors prefer less known markets and frontier markets now.
