I have an S&p 500 index fund with Scottrade. Is it time to sell ?
If I do sell do I have to pay any penalities if I do sell ? I transfered and IRA I had to the index fund does this matter in reference to selling the index fund if I choose to do so ?

It's too late to sell. The time for that would have been when it was down around 8 to10 % below it's high. It is now oversold, you could be selling at the bottom if you sell now. Just hold for the long term. Once a market corrects it has always gone to new highs. Look at a price chart for the DOW that goes way back. Say a hundred years or so, if you can find one. As long as you keep the funds within the IRA you can buy and sell as many times as you want. It's only when you withdraw funds out of the IRA that there are penalties.
