The question is answered by answering the question "What is the volatility index right now ?"
Historically, a high reading in the Volatility Index preceded a rebound and generally signaled it was a good time for investors to step in back into the market.

Sundarkambam is right by historical standards, however, we are in unchartered waters now. The volatility index has never been this high with the markets continuing to lose ground, at these levels. We might see a slight rebound but not anywhere near where it was even 6 months ago.
It's going to take time for companies and investors to get back to the basics. Before investing people need to research companies. Make sure that a company's balance sheet can support future growth. If it can't and they are unable to get credit or raise capital through selling shares of it's stock (because it's a good, stable company) then buyers will avoid it.
I think the days of jumping on the next hot IPO, or investing because your neighbor gave you a hot tip, are gone. Investors are looking for stability and long term growth. Right now people are too uneasy about the future for the markets to go up by much, IMO.
