I think, as an inexpert observer, that both companies are victims of (a) short-term thinking in product lines and (b) higher labor/retirement/benefit costs than international automakers. I think the federal government can legitimately help out with the second problem, but the first is the companies' own responsibility. As to the effect of one on the other, I'm not sure. I do think that retaining a viable auto industry in this country is a legitimate national priority, though somewhat low on the scale. Sacrifice is one thing, being wiped out completely is another.
