Which states have the riskiest muni bonds right now?

I'm assuming California is at the very top...who else?

Based on credit default swap prices, California does lead the pack, with prices back down to $400,000 a year to guarantee $10 million of debt. Michigan is next at $365,000. In addition to the states, counties and cities are also in the problem list. Jefferson county, Al is struggling with 3.2B in sewer debt. Standard & Poor also rates the states and counties on the quality of their offering.
