How is FAS trading before the market opens at 9am EST? Can I purchase/sell before the market opens?

I am trying to understand how the price of FAS is fluctuating before the market opens. Can we trade pre-market open?

I don't think individuals can execute pre-market trades. Seems like an institution-only type of deal because they can affect transactions with other institutions.
