What would be the affect of laying tax burden on the companies outsourcing its projects going to affect the company? What would be the outcome of this Bill on Indian as well as U.S's Economy?

I think there will more IT jobs for Americans. It will affect IT job market and it industry in India.
This sector should avoid now. Many weak IT companies will become bankrupt sooner than later. Those over invested in this area will hit hard. Even demand for computers and hardware also will come down dramatically.
Current recession is really hurting the IT industry due to so many factors including following:
Big companies are decreasing their IT budget and investment
This scenario will last until condition of global economy improves
Massive job losses, higher cost and higher debt level in global companies

How real is the threat posed by Mr. Obama’s new proposals? What the U.S. President has actually proposed is a change to the tax code, especially in the manner in which it provides incentives to U.S. companies investing in their own subsidiaries in locations outside the U.S.
The move is not against outsourcing per se. Rather, it is an attempt to ensure that the tax credits given to U.S. companies actually result in investment within the United States, a perfectly reasonable move at a time when every national leader is desperately trying to provide an economic stimulus to their national economies.
