What does "Willibald" mean by [Uncle McScrooge] and the [McScrooge syndrom]?

Assume he means Uncle Sam, but maybe not- Just curious

McScrooge is a character who just thinks of money money and money. Scrooge is a cartoon charecter in Ducktales of Disney known as the greatest miser...... May be he,s considering it a syndrome. He dropped the same reply to 1 of my questions..
