The local news reported the DOW kicked out Citigroup (C), what does this mean? And is this a true report?

Yes, it is a true report!
Dow Jones keeps an index called the Dow Jones Industrial Average, or the Dow 30, which is basically just a list of 30 of the largest and most widely-held public companies in the United States. You may hear people refer to this index simply as "The Dow."
Periodically, Dow Jones, which is the company that maintains this index, will drop and add stocks from it for various reasons. Citigroup (C) and General Motors (GM) were both kicked out of the Dow 30 this past weekend, and replaced by Cisco (CSCO) and Travelers (TRV).
