Especially when shorting, you have to follow the trend. Right now, the short term and intermediate term trends are up. The Long term trend is down. Traders specifically are looking more and the short and intermediate term trends, and as long as they are up, traders shouldn't be shorting the market. If this rally turns into a pullback, and the trends change directions, its a good bet that traders will start shorting again

because to short the market you better know the market is going down otherwise you get burned. One other thing this market just at the 200 day moving average so if that holds we could see a huge leg up in the market for some time yet, any great news could just fuel this market higher, the market has killed the shorts the last 3 months so most shorts will stay away until there sure 100% this market is not on a uptrend and some bad news gives them a reason to start diving in....
