Im not really sure i understand your question but, you can buy nasdaq stocks on/through scottrade, there is no nasdaq platform if thats what your asking as far as i know.

For C, CLFD you have to buy through Scottrade, the retail broker. NASDAQ manages the listing. Its listing function is very much the same with those of EBay or Amazon will keep track of the intergrity of the stuffs that the vendors are selling.

You can not trade stock as an individual directly through Nasdaq. You must use a broker.
