Why is it so low? We've got only good news, but share price is low. What is going on? Should I wait a jump?

T his is what I see from the chart for the last 10 months.
GNBT had about 4 good move ups in the period ( I missed the one in late of April). They all started with Stochastic crossing first, and MACD crossing is about 1 or 2 days late but it's a confirmation and the stock really moved up from this point.
Currently, Stochastic is not at the bottom to get ready for the crossing and MACD lines are far apart.
Except for late Mar. move, the majority of the big moves occured when the Bollinger Bands were narrow , and they are wide open right now.
My tea leave says that it's not likely to be a good time to buy GNBT, any move up would not be significant.
